Region II shall meet in caucus at all National meetings/conventions with date, time and place scheduled by National Women’s Council of REALTORSÒ and is open to all members of the region.
Caucus business shall include National WCR issues and Region II business. The current Regional Vice President or the RVP’s designee will chair the Caucus. The Regional Vice President shall be elected during the Annual WCR Meeting in November in accordance with the National bylaws. The term of office for national elected officers begins the day following the close of business of the Annual Convention.
The National Women’s Council of REALTORSÒ determined that the in-coming RVP will conduct the last Regional Caucus of the Annual Convention. The rational being that this is the time for the new RVP to begin planning the up-coming year.
All decisions and recommendations shall be made by a majority vote of those regional members present at each Caucus. The RVP shall vote only in the event of a tie vote.
Caucus Meetings: A volunteer appointed by the RVP shall be appointed scribe and record minutes. Minutes shall be distributed to the State Presidents or Governor if there is not a State President with all changes within 14 days by the RVP and filed in the Region II notebook. Said notebook shall be maintained by the current RVP and passed on to the next year’s RVP.
Recommendations from the caucus meeting shall be brought to and approved by each State Chapter within the Region or by all Local Chapters within a state if there is no State Chapter.
The Regional Vice President will represent the Women’s Council of REALTORSÒ with Region II according to the guidelines established by National WCR. The Regional Vice President will be responsible for coordinating the Region II Conference as outlined in the Leadership Policy & Procedure Manual.
SECTION VI – NOMINATING COMMITTEE
Each State will hold an election prior to the annual meeting in November to elect the Representative from their State to run for the Region II Nominating Committee.
A Region II Nominating Committee, consisting of one member from each state will be elected during the Regional Caucus at the Annual Meeting in November. The Chairman will be the most recent past RVP willing and able to serve.
The duties for the current RVP shall include contacting each State President or all local chapters within a state if there is no State Chapter to determine if a candidate for the Regional Nominating Committee will be proposed.
Applications for RVP must be received by the Nominating Committee Chairman 15 days prior to the first National WCR meeting of the year. The Recommendation Committee will interview RVP applicants during the first National WCR meeting of the year and submit their recommendation at the Region II Caucus. Additional candidates may be put forth from the floor.
A) Each state in the region shall fund the RVP in the amount of $2.00 per member per year, as reported by National for January 1. Each state will disburse funds to the newly elected RVP by February 15th of each year. Said funds are to be deposited into a Regional account in the State of the current RVP. The signatories to the account will be the RVP, State Chapter President, the State Treasurer of the current RVP’s state or a WCR member in good standing who was a former State or National Officer.
B) All funds received from the Chapters and Sponsors shall be spent in the best interest of the Region. Only one signature will be required. RVP to ascertain that there are sufficient funds to support Regional expenses. RVP to be reimbursed subject to sufficient documentation as outlined below.
Events eligible for funding:
1. Travel/airfare to attend WCR Regional Conference, National WCR meetings
and State Conventions within the Region as the RVP may be invited to attend. Airfare must be purchased at lowest fare available.
2. Registration to attend WCR Regional Conference and National NAR
Convention at early registration rate.
3. Room allowance not to exceed the WCR convention rate per day, for the actual days of WCR meetings only.
4. Tickets to Annual Luncheon, Installation Dinner and Awards Dinner.
5. Printing, mailing, stamps, stationery and cards for Region II mailings.
In order to collect the RVP travel allowance, the RVP must attend all designated meetings as per the job description and must present copies of transportation receipts. Reimbursements of the expenses shall be made only after attendance.
C) The current RVP is to submit a financial report at each National Meeting/Caucus in order for the financial status of the region to be monitored and approved. The RVP is to submit a financial report at each National Caucus as to the status of the finances of the Regional Conference, should be planned for the current year.
Closing transfer of funds to new RVP is to occur within 30 days following election of new RVP.
The Region II Conference shall be held in a location to be determined by the RVP. The date shall also be determined by the RVP. Region II Conferences have been, traditionally, held in the spring/summer. The RVP shall set up a bank account, maintain financial records and record reservations for the conference. The signatories to the account will be the RVP, State President, the State Treasurer or a WCR member in good standing who was a former State or National Officer of RVP’s state. Only one signature will be required. The Regional Conference shall be self-supporting from reservations, sponsorships and past funds brought forward. All costs incurred in the hosting of the National WCR President other National Officers attending as the official invited guests, shall be paid from the funds derived from the conference. They shall include but not be limited to room, entertainment, gift, etc. All costs incurred in the printing and mailings for the conference may be offset by donations, contributions of sponsors and past funds brought forward.
The excess Regional Conference funds to be disbursed to the next RVP within 30 days following election of new RVP to be used as seed money for a Regional Conference. In the event no Regional Conference is held within the next year, the money to be forwarded to the next RVP for the same.
SECTION IX – AMENDMENTS
These Guidelines for Region II, may be amended or changed by a majority approval of the Region II members seated at the National Meeting/Convention at which a change is proposed.
